We want you to know that the City of Lorain is taking every possible precaution to protect the health and safety of its employees and taxpayers while continuing to deliver high quality service.
Income Tax Filing Deadline & Payment Plans - The deadline for filing income tax returns is APRIL 18, 2023. We do encourage ALL taxpayers to still file their income tax return as soon as possible. Various payment plans will be made available. The 1st quarterly estimate for tax year 2023 are due and payable by April 18, 2023. Extended hours are scheduled the week of April 10-18, 2023.

Drop Box and dropping off information, fax, and email - City of Lorain income tax forms can be prepared by our office. You MUST provide all W2's information, Applicable 1099's and or completed Schedules along with your Federal 1040 1st & 2nd page for us to assist you. This service is for individual filers only. Please make sure to add your phone number and or email address in case we need to contact you. You may remit by Fax 440-204-1006 and or email: incometax@cityoflorain.org.
On-Line Assistance & Payment - Lorain offers a secure, simple and convenient online service which allows you to make payments at www.cityoflorain.org, click to make a payment. (File numbers are located on your income tax form, office communications, bills, and quarterly estimates). Our balance due bill is a standard letter and is not written for each individual. Please call the office @440-204-1002 and we will be happy to help you understand your bill or do not know your file #, email: incometax@cityoflorain.org. We accept all forms of payment checks (payable Lorain Department of Taxation) credit card ($4.00 processing fee) and cash.

Declaration of Estimated Tax
Declaration of Estimated Tax –Chapter 192.07(B)(1) Every taxpayer shall make a declaration of estimated taxes for the current taxable year, on the form prescribed by the Tax Administrator, if the amount payable as estimated taxes is a least $199.99 dollars.
Estimates for the current year are billed quarterly, with the exception of the first quarter—which is due to be paid with your tax return by the Federal April filing deadline. The remaining three quarters are due by June 15th, September 15th, and January 16th. If you wish to pay your full estimate at once, you may do so. Estimated tax payments are required by the City of Lorain if the tax liability exceeds $199.99. Residents are responsible to make all quarterly payments by the due date regardless if you receive a estimated bill.
2021 due dates for declaration of estimated tax per our Codified Ordinance 192.07 (Source: ORC 718.08) will be the following:
1st quarter is due April 18, 2023
2nd quarter is June 15, 2023
3rd quarter is due September 15, 2023
4th quarter is due January 16th, 2024
Non-payment of estimated taxes may result in penalty and interest being charged. Our office may have extended hours until 6 p.m. on these dates.

Important Income Tax Notice
Pursuant to the passage of Amended Substitute House Bill 5 in December, 2014, new State mandated municipal income tax guidelines have been established, effective with tax years beginning January 1, 2016. Chapter 718 of the Ohio Revised Code can be found online. Please reference this document to determine how the new, State mandated, changes affect your municipal taxable income. Online Payments
We accept online Income Tax payments only. (We do not accept Utility payments/ County property tax payments.) Your balance due will not be available until your return has been processed. Balances are current as of 05/31/2023. Please click on the link below:

Please make sure you have your File # when accessing the online payments. If you are unable to process a payment using this procedure, it may be because your account has not been initiated in our system or the account has been turned over to our collection agency.
We accept the following types of payments:
Checks, Money orders, Cash, Credit cards (VISA, MASTERCARD,DISCOVER,AMERICAN EXPRESS)
The City of Lorain Does Not Accept Electronically Filed Tax Returns. If you use an online program for your Federal and State returns any city return prepared by the program is not received by Lorain.
On December 27, 2016 at a special call meeting, legislation was passed to reduce our tax credit. Our rate is still 2.50% for 2017 but our credit for working outside Lorain has changed. We now only give credit up to 2% of other city withholding. That means anyone whom works in a city where the tax withheld is more than 2% will only get 2% of that amount credited to them. This change will not affect your 2016 tax return that is due April 18, 2017.

- Lorain’s tax rate is 2.5% (effective January 1, 2013)
Tax Credit
- Prior to January 1, 2017 tax credit is 100% up to 2.5%
- Effective January 1, 2017 tax credit allowed is 2.0% given for taxes paid to other cities

City of Cleveland Central Collection Agency (CCA)
The City of Lorain Income Tax Department has entered into a contract with the City of Cleveland Central Collection Agency (CCA) to use federal income tax information to identify potential taxpayers for the City of Lorain. CCA will be mailing letters to taxpayers in a green envelope on CCA letterhead. If you receive a letter, you will need to follow the directions and/or contact CCA with any questions.
Please do not ignore this letter; this is a valid attempt to identify if you should be filing tax returns with the City of Lorain Income Tax Department.
