Black River WWTP Digester Improvements, Re-Bid
TIME AND PLACE FOR RECEIVING BIDS:
Bids shall be received until February 20, 2023 at 11:00 AM local time.

TIME AND PLACE FOR OPENING BIDS:
Bids shall be opened on February 20, 2023 at 12 PM local time, in the Lorain City Hall, Council Chambers, 1st
Bids must be accompanied by Certified Check or Cashier’s Check or Letter of Credit equals to ten percent (10%) of
the amount bid, or a bond for the full amount of the bid as a guarantee that if the bid is accepted, a contract will
be entered into and a performance bond properly secured. Should any bid be rejected, such instrument will be
forthwith returned upon proper execution of a contract. Cash deposits will not be accepted. The bid check/bond
should be enclosed in the sealed bid, but in a separate envelope clearly marked ‘BID CHECK/BOND’ with the
bidders name & address on the bid check/bond envelope.

This project is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs).
The Contractor shall be required to pay not less than the prevailing wage rates established by the federal Davis-
Bacon Wage Determinations issued by the U.S. Department of Labor.
Domestic steel use requirements as specified in Section 153.011 of the Revised Code apply to this project. Copies
of Section 153.011 of the Revised Code can be obtained from any of the offices of the Department of Administrative

Employment Opportunity Certification, the City of Lorain’s local labor preferences, and other provisions.
The Engineer’s Estimate for this project is $7,000,000.
The Owner reserves the right to reject any or all Bids, waive irregularities in any Bid, and to accept any Bid which is
deemed most favorable to the Owner.
