Notice of Plan Availability – Notice of Public Hearing
Under Title I of the Housing and Community Development Act of 1974, as amended and the Cranston-Gonzalez National Affordable Housing Act of 1990, the City of Lorain, Ohio is required to prepare a plan that describes how the City will allocate Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds to meet the needs of low and moderate income persons in the City of Lorain.
To that end an Action Plan is completed annually to describe the activities that will be undertaken to address the needs identified in the Five-Year Consolidated Plan. It also serves as an application for CDBG and HOME funds. This Action Plan describes the activities that will take place during 2020 Program Year.
Notice of Plan Availability
The City of Lorain has prepared its 2020 Annual Action Plan. The plan summary will be made available to the public on March 23, 2020. This notice is being published to make citizens aware of the regulatory 30-day citizen participation public comment period for states and local jurisdictions the begins on March 23, 2020 and will conclude on April 22, 2020. During this period copies of the Plan may be reviewed at the following locations:

Notice of Public Hearings
Due to the recent developments concerning COVID-19 and a declaration of a “State of Emergency” by the President of the United States, Governor of Ohio, and Mayor of Lorain, there will not be an in-person public hearing.
There will be a virtual public hearing of the 2020-2024 Five-Year Consolidated Plan and 2020 Annual Action Plan, including the proposed use of funds on:
Monday, March 30, 2020, 5:00-6:00 p.m.
The City of Lorain is Live Streaming the Public Hearing via Youtube (Lorain TV20) and Spectrum Cable Channel 1025. To participate and ask questions please call 440-204-2590 or 440-654-8114. The public hearing will begin with an initial presentation lasting until approximately 5:20 p.m. To ask questions about the presentation, residents may call 440-204-2590 or 440-654-8114 where a member of the city staff will receive and read the question to the presenter and the presenter will answer the questions live during the hearing. Residents may call with questions from 5:20-6:00 p.m.

The City will provide technical assistance to citizens and group representative of persons that request such assistance. In addition, the City will make adequate provisions to assist non-English speaking residents in interpreting program details and provisions on a case-by-case basis, as well as provide auxiliary aides and services for individuals with disabilities. Summary of Plan
The Action Plan includes an estimate of available resources from private and public sources to address identified needs, a description of the priorities and specific objectives to be addressed in this program year, a summary of the eligible programs or project that the City of Lorain will undertake to address the needs, and a description of geographic areas of the City in which assistance will be directed.
