On July 16, 2018 the City of Lorain passed legislation (Ordinance 101-18) to modify the Point of Sale ordinance. The change was made it response to a ruling in the southern district court of the State of Ohio regarding point of sale ordinances throughout the State. In the ruling it was determined that a city could not force someone to allow a City inspector into their home without the consent of the occupant or a court order. This resulted into a change in the policy which created an option for the homeowner to have the interior inspected, however the exterior inspections are still mandatory. These changes went into effect immediately upon passage by City Council on 7/16/18. Upon the review of the program, the costs it takes to run the program were also evaluated. The review determined the application fee needed to be increased to cover the cost of the program. Again, the ordinance was approved by City Council, and the program changes went into effect immediately.
