REQUEST FOR PROPOSAL
TO PROVIDE APPRAISALS FOR THE CITY OF LORAIN’S HOME REHABILITATION PROGRAM
PURPOSE:
The City of Lorain is requesting proposals from companies for appraisal services for the City of Lorain’s Home Rehabilitation Program. The City of Lorain is seeking proposals from qualified appraisers to provide appraisals for residential properties that are considered for the Home Rehabilitation Program. An appraisal will be completed on each residential property considered for the program before any construction can begin. In addition, if a property is approved for assistance, an appraisal will be completed after construction on each property. This is a step towards the City of Lorain’s Building, Housing and Planning Department in establishing the City’s HOME Policies and Procedures including the Home Rehabilitation Program. The City of Lorain reserves the right, at its sole discretion, to modify the proposal/or terms thereof.
SCOPE OF WORK
At the present time, the City of Lorain is seeking an appraisal company for the following Building, Housing, and Planning Department – 200 West Erie Avenue, 5th Floor
- Interested proposers shall submit a proposal with a service term of one (1) year, with an additional one (1) extension. The initial term of the contract shall begin on the date of approval of award of this contract by the City of Lorain.
- Interested appraisers shall submit their prices for services over the one year service term.
- Prices for approximately 20-30 appraisals of residential properties before construction.
- Prices for approximately 15-20 appraisals of residential properties after construction.
- Interested Suppliers shall also submit any information or services offered that they may find applicable to this proposal.
- The Supplier at its expense shall comply with all applicable federal, state, and local laws, rules, and regulations applicable to the work.
- Statements of qualifications should include information regarding the firm’s history; education and experience of owners and key technical personnel; the technical expertise of the firm’s current staff; the firm’s experience in designing similar projects; project cost containment, availability of staff; the firm’s equipment and facilities; project approach, references; and any previous work performed for The City of Lorain.

- Evaluation/Selection Process – Upon receipt of the proposals, the City of Lorain will review and rank the proposals.
SELECTION PROCESS
The City of Lorain may cancel this Request for Proposals or reject proposals at any time prior to an award. The award document will be a contract incorporating all of the requirements, terms and conditions of this RFP and the Supplier’s proposal as mutually agreed upon.
